DIVISION : Human Resource
JOB TITLE : HR Business Partner
REPORTS TO : Director
ROLE SUMMARY :

The incumbent will be responsible for the overall management of human resource function services under the shared services such as Recruitment & Resourcing, Employee Relations, Performance Management and Compensation & Benefits.

 

Act as first point of contact/provide advisory and support services to stakeholders on any Human Resource matters.

RESPONSIBILITIES:

·         HR PLANS

Plan HR targets and budgets, to ensure the outcomes are in line with the operational expectations and requirements. The jobholder also continuously assesses and evaluates the implementation of planned initiatives.

·         POLICIES & PROCEDURES

Monitor the effectiveness of HR policies & practices and efficient deployment of resources to ensure consistency and transparency across payroll, claims management, benefits administration and staffing requirements.

·         RESOURCING/RECRUITMENT

Deploy variety of plans including terms of employment to meet resource requirements, and effectively manage the planning process to ensure operational requirements and business objectives. Manage recruitment & placement policies and plans, ensuring correct job-person match including the use of assessment, references to meet specified requirements & objectives.

·         BUDGETING

Ensure timely and accurate preparation of the consolidated HR budget for management approval. Continuously monitor actual expenditure against budget and undertake appropriate measures to ensure HR operations are conducted cost effectively.

·         PAY & BENEFITS MANAGEMENT

Ensure effective & efficient management of salaries & benefits, in line with the Institute’s policies & practices, and to ensure competitiveness and to meet relevant legal requirements. Monitor closely the monthly payroll administration ensuring accuracy, compliance with the outsourcing company. Continuously monitor actual expenditure against budgets, and undertake appropriate control measures and external surveys to ensure proper planning and development.

·         TRAINING & DEVELOPMENT

Monitor staff training & development activities – with Divisional Heads to support the requirements of the business and ensure effective implementation of the plans towards staff core & functional competencies. Conduct orientation programs for new hires.

·         EMPLOYEE RELATIONS MANAGEMENT 

Ensure the employee engagement plans are in line with our vision and desired behaviours, so that the works are aligned with core values and goals.

 

·       STAFF RETENTION/RESIGNATION

Ensure all resignations processes is done in accordance with company’s policy. Propose and administer staff retention programs, which includes conducting and analysing exit interviews; recommending changes.

·       SELF DEVELOPMENT

Keep abreast of developments in HR areas and continually seek to develop own knowledge and skills.

·       INNOVATION

Ongoing review of work processes and procedures for innovative ways of doing things that are cost/time saving.

 EXPERIENCE:

Minimum of 8 to 10 years’ experience with demonstrated success in Human Resource field, having knowledge of Malaysian employment law and practices.

Exceptional communication skills and ability to work with Senior Management.

QUALIFICATION:

Candidate must possess at least Diploma, Advance/Higher/Graduate Diploma, Bachelor’s Degree, Post Graduate Diploma, Professional Degree, Master’s Degree, Human Resource Management, Business Studies/ Administration/Management or equivalent.
